Rolling mill equipment for Uganda comes from abroad, and the supplier shortlist forms around financing as much as machinery. Uganda imports 80 to 90 percent of the steel it consumes against annual demand above 500,000 tonnes, and no rolling stand, reheating furnace, or quench line is fabricated in the country. Every mill investment therefore starts with a foreign OEM and a payment structure.

That import dependence is now the investment case. The Independent reported as ground broke at Tororo that Uganda buys most of its steel from China, India, and Turkey while domestic output covers only a fraction of demand. Who buys rolling mills in Uganda

The national buyer list fits in one paragraph, which changes how suppliers should read this market. Six companies account for essentially all rolling-equipment spend, and each is in a different phase of its capex cycle.

Devki Group holds the largest open scope. The Uganda Investment Authority puts the Tororo project at USD 500 million and one million tonnes of steel products a year at full capacity, targeted for the end of 2027, against a national steel import bill it states at USD 500 million annually. A blast furnace makes iron, not products. Turning Tororo’s hot metal into rebar, wire rod, and sections requires a complete casting and rolling train downstream of the furnace, and that train is the single biggest rolling-equipment package Uganda has ever tendered.

Tembo Steels is the technical pioneer. President Museveni commissioned its second direct reduced iron plant at Iganga on 25 January 2025, built to convert Ugandan ore into sponge iron. Each step-up in melting at Iganga puts pressure on the rolling side to keep pace, which makes Tembo a recurring buyer of stands, reheating capacity, and finishing equipment rather than a one-time one.

Roofings Group is the largest finished-steel producer, running rolling and coating operations at Namanve and Lubowa. Its equipment demand is modernization: replacement stands, furnace rebuilds, and automation on lines that run hard against construction-season demand. Steel & Tube and Pramukh complete the tier, rolling rebar and sections from billet with incremental upgrade budgets rather than greenfield ones.

The macro backdrop supports all of them. The IMF’s 2026 Article IV consultation recorded growth of 6.3 percent in FY2025/26 and projects about 7.5 percent for calendar 2026 as oil production starts, with construction demand for rebar riding that curve.

Which OEMs get shortlisted for Ugandan mill projects

The competitive field splits by financing origin before it splits by technology. Chinese mill builders hold the largest share of the East African installed base because their bids arrive bundled with Sinosure-covered credit, and for a Ugandan promoter the financing annex often matters more than the stand design. Indian equipment houses are strong in the induction-melting and re-rolling tier, carried by trading relationships that go back decades.

The European tier competes on process technology. Italy is the reference origin for long-product mills: Danieli has delivered more than 500 rolling mills worldwide and quotes everything from micro-mills to full turnkey trains, while NCO covers the compact-mill and single-stand tier a mid-sized Ugandan re-roller can actually afford. One ownership note matters for anyone reviving an old vendor file. Pomini Long Rolling Mills became an independent company in 2021, sold by Primetals to Callista and returned to its own name. A Ugandan mill holding VAI or Siemens-era stands should route service and spares enquiries to today’s Pomini, not to Primetals. What a Ugandan rolling mill RFQ actually covers

A rolling line is bought as a chain of packages, and Ugandan buyers rarely need all of them at once. The recurring scope: a reheating furnace sized to the billet feed, roughing and intermediate stands, a finishing group, an in-line quench system so the rebar meets high-strength grades from ordinary billet chemistry, a cooling bed, shears, and bundling equipment. Automation and drives are quoted separately as often as not.

The feed question shapes the specification. Today’s Ugandan mills roll from scrap-melt billet and Tembo’s sponge-iron route, so the furnace and early stands must tolerate variable input. From end-2027, Tororo’s blast furnace changes that calculus by putting domestic primary billet into the market for the first time. A supplier quoting in 2026 should design for the scrap reality and ask how the buyer plans to source billet after Tororo comes online.

Power, the historical constraint on melting and rolling in Uganda, has eased. Karuma’s 600 MW came onto the grid in September 2024, and industrial supply is a planning question now rather than a blocker. Wire rod remains the thinnest domestically rolled product line, which is why it gets its own treatment in this series.

How rolling mill purchases get paid

Payment is dollar-denominated against a shilling that floats. Through 2026 the UGX has held between roughly 3,458 and 3,788 to the dollar with the Bank of Uganda smoothing rather than defending a level, and capital-goods importers face no FX queue. Suppliers should price in USD and let the buyer carry the band.

Letters of credit run through Stanbic, the largest trade-finance bank, alongside Absa, Standard Chartered, dfcu, and Centenary, with European confirmation the norm on mill-scale amounts. Export credit agencies then sort the shortlist: Sinosure behind Chinese bids, SACE and Euler Hermes behind Italian and German ones. A technically weaker bid with a stronger financing annex wins often enough that European OEMs should lead with cover, not concede it.

Landing the equipment: duties and the corridor

The fiscal treatment favours the buyer. Plant and machinery enters at zero duty under the EAC Common External Tariff, the 2025 external-trade amendments exempt HS 84 and 85 machinery from the 1 percent import declaration fee and the 1.5 percent infrastructure levy, and the 18 percent VAT is deferrable at import for machinery with at least USD 4,000 of deferrable VAT, with the importer applying to URA for discharge within 28 days of the deferment period.

Geography is the harder part. Mill components land at Mombasa and truck roughly 1,300 km up the Northern Corridor, crossing at Malaba or Busia. Stands and furnace sections travel as abnormal loads needing route surveys and escorts, so delivery schedules should carry weeks of margin. The standard gauge railway to Kampala is under construction and cannot be priced into a 2026 or 2027 delivery. Tororo, Iganga, and Namanve all sit on or near the corridor, which softens the final leg.

One procurement note: none of this spend surfaces on Uganda’s e-GP tender portal, which serves government entities. The old sales channels do not reach these six buyers

The conventional route into Uganda ran through a stand at the Uganda International Trade Fair at UMA’s Lugogo grounds, a Nairobi-based regional representative, and a Kampala importer-distributor. For rolling equipment specifically, each has a problem.

The Lugogo fair draws consumer goods and SME exhibitors, not the plant engineers who specify a finishing block. The regional events with construction density, Big 5 Construct and the other Nairobi shows, get selective Ugandan mill attendance at best. A resident representative faces brutal arithmetic: the entire national buyer set is six companies, so a full salary and travel budget amortizes across six accounts whether any of them buys this year or not.

The distributor channel carries a structural bias. Kampala trading houses stock rolls, refractories, and consumables profitably, but a mill line sells on engineering and financing, which a catalogue intermediary cannot provide. Chinese and Indian suppliers hold the incumbent position through exactly those two levers. The mills themselves increasingly research equipment options in English online before speaking to anyone, which is where a supplier’s visibility now gets decided.
