Uganda Steel & Metal Fabrication: Procurement Guide 2026

Uganda’s steel industry is moving upstream, and the equipment procurement behind that move is open now. Devki Group broke ground on a USD 500 million, one-million-tonne blast-furnace plant at Tororo in November 2025, Tembo Steels commissioned its second direct reduced iron plant in January 2025, and every incumbent roller is investing to defend position.

The scale of the prize is spelled out by the buyers themselves. When ground broke at Tororo, the Uganda Investment Authority put Uganda’s annual steel import bill at USD 500 million and the country’s confirmed iron ore deposits at 500 million tonnes across the eastern and southwestern regions. A market that has rolled imported billet for decades now wants to smelt its own ore, and smelting requires machinery nobody in Uganda makes.

Four equipment lines carry the sector’s demand

The quotable demand splits into primary ironmaking, electric melting, rolling, and coating. Each line has different buyers and a different competitive picture.

Primary ironmaking is the headline. The Devki plant at Tororo is designed around blast-furnace technology at one million tonnes a year, with first output targeted for the end of 2027. A greenfield integrated mill of this size pulls in stoves, sinter or pellet handling, hot-metal logistics, gas cleaning, and a casting and rolling train behind the furnace, plus the raw-material yard and rail sidings that feed it. Tororo sits on the metre-gauge rail line and the Malaba border corridor, which is precisely why the site was chosen. Electric melting is the proven route. Tembo Steels has run DRI and electric-arc melting at Iganga for years and commissioned its second DRI plant there on 25 January 2025, an event President Museveni used to point at Kabale’s iron ore as the feedstock base. Around that anchor sits a tier of induction-furnace mini-mills melting scrap and sponge iron for rebar. Rolling is where the incumbents live. Roofings Group, Steel & Tube, and Pramukh roll rebar, sections, and sheet products from billet, and each new melting investment upstream needs matching capacity downstream. Coating rides the construction cycle. Galvanised and colour-coated sheet is the highest-margin product in the Ugandan flat market, and Roofings has built its brand on it. The buyers who sign purchase orders

Five names cover most of the private capex. Devki Group is the newcomer with the biggest cheque, executing Tororo on a two-year build. Tembo Steels at Iganga is the most technically ambitious incumbent, already smelting Ugandan ore through DRI. Roofings Group runs the largest rolling and coating complex from Namanve and Lubowa. Steel & Tube and Pramukh complete the rolling tier. None of these companies buys through a portal. Entry is engineering-led, through projects and maintenance teams, and a generic brochure mailed to an info@ address will not reach them.

Behind the mills sits the ore story. The Muko deposits around Kabale and Rubanda in the southwest anchor the backward-integration case, and a raw-mineral export ban pushes value addition onshore. That policy is why both Devki and Tembo frame their investments around domestic ore rather than imported billet, and why beneficiation, crushing, and materials-handling equipment belongs in the same conversation as the furnaces.

The demand side of fabricated steel is public. UETCL buys transmission towers, the SGR needs structural and reinforcement steel at scale once full civils run from 2026, and the oil projects in the Albertine Graben consume fabricated tanks, skids, and structural packages. Foreign equipment OEMs rarely sell to these entities directly; their customers are the mills and fabricators who invest against that demand. Growth supports the thesis: the African Development Bank projects 6.2 percent real growth in 2026 rising to 8.0 percent in 2027 as oil production starts.

How steel equipment deals get paid

The shilling floats. The Bank of Uganda intervenes only to smooth volatility, and the currency has traded in a roughly 3,458 to 3,788 per dollar range through 2026, about 1.5 percent weaker year on year. Plan around a 3,450 to 3,800 band, quote in USD, and expect no FX rationing on capital-goods imports. That last point separates Uganda from several African steel markets where the LC queue is the real project risk.

Letters of credit route through Stanbic Uganda, the largest bank, with Absa, Standard Chartered, dfcu, and Centenary also active in trade finance. Export credit cover follows the equipment origin: Sinosure sits behind the Chinese mill-equipment channel that dominates this sector, SACE and Euler Hermes cover Italian and German vendors, and UKEF has a Ugandan infrastructure precedent through the Namanve industrial park works. Milestone structures are conventional: an advance slice against a bank guarantee, the bulk against shipping documents under LC, and a retention held to site acceptance. The border costs deserve a table because they point in the buyer’s favour:

The VAT deferment is worth structuring properly. It applies to imported plant and machinery where the deferrable VAT is at least USD 4,000, and the importer must apply to URA for discharge within 28 days of the deferment period ending, with a physical inspection to confirm the machinery is installed as declared. For a mill line worth millions, deferral keeps a substantial sum out of the working-capital cycle.

Logistics is the cost line Kenya-focused suppliers underestimate. Everything heavy arrives through Mombasa and moves 1,300 km up the Northern Corridor by road, crossing at Malaba or Busia, typically three to seven days of transit after clearance. Abnormal loads, and blast-furnace shells qualify, need route surveys and escort planning that add weeks to the schedule. The SGR from Malaba to Kampala is under construction, not available; until it opens, price the trucking honestly.

EPC contractors: a thin layer in this sector

Ugandan steel is owner-built. Unlike the power or water sectors, where an EPC holds the equipment-selection pen, mill projects here are executed by the owner’s engineering team working directly with equipment OEMs, usually in consortium with the technology provider’s own erection crews. Devki runs its projects this way across East Africa, and Tembo’s Iganga expansions followed the same pattern. For a component supplier, that means there is no EPC procurement office to prequalify with. You sell to the mill, or you sell to the OEM leading the consortium.

The exception is the demand side. Yapi Merkezi holds the SGR civil works, the road programme runs through large international contractors, and the oil projects have their own contracting tiers. These organisations buy fabricated steel and consume rebar, and the Ugandan mills and fabricators supplying them are the ones investing in capacity. Watching the contractor pipeline tells you when your actual customers will buy.

Where tenders surface, and where they never will

Public procurement in Uganda is consolidating onto one platform. PPDA announced that e-GP becomes mandatory for all procuring and disposing entities, local governments included, from 1 July 2026, with a central supplier register and end-to-end electronic bidding. A foreign supplier who registers once and sets category filters for plant, machinery, and metal works sees the parastatal flow from UETCL, UEDCL, NWSC, and Uganda Railways without a Kampala scout. That flow is mostly fabricated-output demand, but it is the demand your mill customers plan against.

Anything touching the oil chain runs through a second gate. Supplying goods or services to Tilenga, Kingfisher, or EACOP legally requires registration on the Petroleum Authority of Uganda’s National Supplier Database, a free annual registration built on incorporation documents, tax clearance, and a bank recommendation. Fabricators chasing tank and structural packages register there; an equipment OEM selling them the machinery does not need to, but understanding the gate explains your customer’s order book.

Private mill capex, the majority of this sector’s equipment spend, never appears on any portal. Devki, Tembo, and Roofings award directly. The entry points are their engineering leadership, the technology consortia they already work with, and increasingly their own search behaviour, because Ugandan plant engineers research equipment questions in English before they ever speak to a vendor.

The old routes into this market are narrowing

The conventional playbook was a stand at the Uganda International Trade Fair at UMA’s Lugogo grounds in Kampala, a Nairobi-based rep covering East Africa, and a Kampala importer-distributor holding the catalogue. Each still exists. None reaches a mill’s engineering team efficiently in 2026.

The Lugogo fair skews to consumer goods and SME exhibitors; the engineers specifying a reheating furnace are not walking it. The regional events with real construction-sector density, Big 5 Construct and the Nairobi shows, sit in Kenya, and a Ugandan mill delegation attends selectively. A resident rep carries a standing cost regardless of pipeline, and the account list one person can genuinely cover in this sector is five companies at most.

The deeper structural issue is channel lock-in. Chinese mill-equipment suppliers arrive bundled with Sinosure-backed financing, and Indian vendors ride long-standing trading relationships into the rolling tier. A European or Turkish OEM entering through a Kampala distributor inherits that distributor’s loyalties and margins. The buyers themselves are pulling the other way: they want direct OEM relationships with a local service arrangement, not another intermediary. Reaching their engineers directly through structured outbound runs at USD 150 to 300 per qualified lead and compounds as the system learns the market, which no fair calendar or rep territory does.

Plant and machinery enters at 0 percent under the EAC Common External Tariff capital-goods band. The 2025 external-trade amendments exempt HS 84 and 85 machinery from the 1 percent import declaration fee and 1.5 percent infrastructure levy. VAT at 18 percent applies but is deferrable at import for qualifying machinery.

Does selling to Uganda’s steel sector require local registration?

Not for private mill sales; Devki, Tembo, and Roofings buy from foreign OEMs directly. Public tenders require registration on the e-GP platform, mandatory for all government entities from 1 July 2026. Only supply into the oil and gas chain requires the separate PAU National Supplier Database registration.
